By your raise on the flop, BB gets uge pot Odds - even when CO folds he has to pay $1.50 for a pot of $6.10. So in fact he is drawing very cheap by your weakish raise.
With CO coldcalling the Odds...

Raise more Preflop, there are already 2 limpers and 4.5BB is too small. Raise to 6 or 7BB, you'll get better odds on calling that shove.

When you raise to $25 and get a caller the pot pot will be either $64 or $70 (in case both call the pot will be $83). Then you are nearly pot comitted in any...
