Is an AI UTG a sign for anything special? Or just a sign for a donkey and the low limit? I thought about a low pocket pair.

AI UTG is a sign that UTG has only 6BB, not that he's a donkey. He is correct to play push/fold and is probably doing so with a fairly wide range that your JJ is a huge favorite against.
