100nl set on 4flush board

hes 50/14/1.5 i just assumed by his squeze he might have some kind of hi pp and would continue to fire, which i would raise, even though he is generally passive postflop. on river i had to turn it into a bluff, even though his WtSD is high from my experience this types of situations are scary to fishy players. I also want to know thoughs on the preflop, if it was like btn limps i would raise but we had a shortstack posting oop then if the fishy player called often shortstacks just shove so i opted to call e call a raise and play just for set value multiway.

Raise preflop. Either c/c or c/f river, but I don't like betting unless this guy will call with no club. Most people won't.

Raise preflop, bet hard on the turn, and check the river

If villain is a downie and always calls you with any piece because he thinks you're bluffy or something.

Raise pre (calling is not horrible or anything), bet flop, bet turn. Why do you only start betting when your bluffing?
