Do you think poker room rates will be available in AC (specifically at the Trop) for Friday and Saturday night that weekend given the USPC?

Yes. Two years ago, I stayed at the Trop with a poker rate during the USPC. Book early, though.

Do you think I could just go Thursday night and play until Friday evening and ask the floor to hook me up? my hours per day are absurdly high there (I dont even know where to ballpark it but over 12 hours a day when I'm in AC).

I don't know. When I used to play there, my hours per day weren't that high. If it was a busy weekend and I tried to get a room less than a week in advance, I've been told they're all out of poker rate rooms. If you know you're going to be there, you might as well lock up a room now. If you don't know, you could always give it a shot and stay at some place in Absecon as a back up.

Why don't you just call instead of asking opinions on a message board? I got the poker rate this past Saturday for the 5th and 6th fwiw.
