no reads on opponent. In hindsight, i should have probably bet the turn and put my opponent on a streight draw, but at the same time I felt like that board hit a lot of hands and that I should keep the pot small and call a reasonable bet on the river.

You need to bet the turn, for value and protection. You'll get calls from T,6's all day long, probably even some 9's

bet 13 on turn, muck to raise. If he calls and leads on river fold, or check behind when the J hits.
