Well you can't c/c.

I would probably just bet and hope he didn't spike something. Maybe he has k-high/55-22. If you've seen him check though a lot on the river or you don't think he raises those things, you could c/f.

I feel like this is a check fold because I dont think you get bluffed often at all and I wouldnt expect him to bet a 7 in this spot given he seems a bit passive.

like how passive? if he'll check behind a bad ace or 99 by all means check/fold, otherwise bet/fold.
