Who is this actor?
 

Watching Sum of All Fears (very good movie), and this guy shows up. I know I've seen him in some TV show before (for some reason I want to say That 70's Show) but can't remember what or who he is, and it's seriously pissing me off. Who the [censored] is this?

Reminds me of Ken Jenkins, (Bob Kelso on scrubs),

but the guy in the pic seems to be a lot younger than I thought

Ah yes, I knew he was from some show I used to watch all the time. Now I can finally leave the house and go about my daily life.

Edit: After further speculation, I think I subconsciously knew his name was Kelso, which is why it made me think of That 70's Show initially (Ashton Kutcher's character)
