Top pair on raggedy board- dealing with a min-raise

Villain is fairly donkish, weak-tight mostly but will raise bluff. He's been raising larger amounts when bluffing however, so this one's a bit wierd.

Poker Stars - No Limit Hold'em Cash Game - $1/$2 Blinds - 6 Players - (LegoPoker HH Converter)

SB: $43.00
Villain (BB): $136.00
UTG: $71.25
MP: $277.05
CO: $223.40
Hero (BTN): $285.50

Preflop: Hero is dealt T[img]/images/graemlins/heart.gif[/img] 7[img]/images/graemlins/heart.gif[/img] (6 Players)
3 folds, <font color="red">Hero raises to $8.00</font>, SB folds, Villain calls $6.00

Flop: ($17) 7[img]/images/graemlins/club.gif[/img] 2[img]/images/graemlins/spade.gif[/img] 6[img]/images/graemlins/club.gif[/img] (2 Players)
Villain checks, <font color="red">Hero bets $14.00</font>, <font color="red">Villain raises to $28.00</font>, Hero- ???

I might fold, but I might push AI as well. It's only $21 to call.

ya, flop I prob call as well. Man.. the board is just so drawy, but these weak tighties sometimes bet milky. I think I call turn and see what he does river. Usually folding if draws get there and he still bets since I assume he's kinda passive as well. Or if it bricks and he fires like $40-60, I think we're outkicked.
