BJ tournament strategy when max bet is small?

What would you do if the starting balance is 5k, but max bet is only 500 and 50 bets in total?

It depends

On the format, how many from a table advance to the next round, etc. If you're competing against only those at your table to advance to the next round (or competing at the final table), you have to watch your opponents' stacks very closely. With a limited max bet, it's even more important to have the chip lead entering the final few hands (and especially the last hand), so you may have to come out firing earlier than in other tournament formats in order to try to get the chip lead.

I am thinking a good strategy would be to double down a few times to catch up since I cannot bet big, does that seem right?

Again, it depends

If you have a lot of hands left to go, wait for a good opportunity if you're not too far behind. If it's near the end and you're not far behind, try to pick a good spot. If it's near the end, and you're well behind, do whatever you have to--split, double, etc to get more chips on the table. At this point you need to catch up (or nearly so) or go broke trying if you won't advance or finish in the decent money otherwise.
