I've often wondered if this was allowed for pickoff moves, and if it was, why nobody had worked on developing it.

No, definitely not - once you start your motion towards the plate you have to throw home.

You have to step off before throwing, so the runner should be hetting back to base as soon as you step off, so throwing it behidn your back to pick them off would be pointless...
