5nl extracting value/pf theory (2 hands)

Before you read the hand, a couple of notes. First, i have found that over a 30K hand sample, the majority of my pocket pairs are my worst hands in bb/hand. Recently i have changed my strategy with them, instead of raising pf, i just limp and set or dump, and have had better results.

However, my question. The reason i think that preflop raising is poor at low limits with pocket pairs, is that if you isolate, the implied value drops greatly. In this situation i felt that with a reraise, if i flop a hand, then i can get decent value from it, because the other players that have put down 4 cents are unlikely to fold to an additional 3 bb.

Theory, aside, how did i play this hand what to do on the river?
