Bulk Emails
 

I have a list of non US email addresses....Do I need to be CanSpam compliant to send emails outside the US?

Maybe this question should be in a diff area...but any advice would be apprieciated

You are still responsible for complying with the CANSPAM act. It is not like a do not call list or something; it's guidelines for spamming and enforcement if you are in the states.
