Considering board is very dry, do I just raise turn and hope he calls with some sort of pp, 9x, Kx here, or flatcall and bet/raise river?

If I didn't raise the flop, I'd certainly raise the turn.

More often than not I'm raising the turn... but against said opponent I'm going to call again and obviously shove just about any river. Yes, shove.
