Basically the article jokes that the DoD will take the money from Congress and just give every Iraqi $3544.91 and let the free market rebuild Iraq. I found it funny; you may or may not, but I think it's of interest to you anyhow.

If this were to happen this equation could be used:

$3544.91*(# of Iraqi's)/(Cost of AK-47's, EFP, Explosives, and a standard cardboard box to hide an IED)= The Iraqi Society.

Usually I find the Onion funny, but usually they make ridiculous articles rather than actually proposing something that's a better idea than reality.
