Basically the article jokes that the DoD will take the money from Congress and just give every Iraqi $3544.91 and let the free market rebuild Iraq. I found it funny; you may or may not, but I think it's of interest to you anyhow. |

Usually I find the Onion funny, but usually they make ridiculous articles rather than actually proposing something that's a better idea than reality.
