What determines stakes
 
1/2nl nobody knows how to play peoples stacks range from 250-1.5k every other hand has a straddle and then a double straddle and then a random 25 $ bet or something in that range if there is no straddle the standard raise is 17$-30$ ?

i think he's talking about live play, how people are always overbetting/overraising. op, the blinds still determine the stakes even though they usually don't play like the blinds(ie - a 1/2 live game is not going to play like a 1/2 online game).

Standard raise is 17 though doesnt that change the game?

stack sizes and pfr size will determine the stakes of the game essentially. if theres a straddle and restraddle, you're basically playing 2/4 or higher.

What about the other 30% of the time were they allow the random 25$ straddle thats even bigger then 2/4

Why does it matter? For all I care you can tell your friends that you played $10/$25 if that's what you're after.
