According to Barry Greenstein when he appeared on Live at the Bike, ESPN wanted to keep the HORSE format at the final table last year but Harrah's wanted the final table to be NL holdem.

I don't know if Barry said that, but it's not the case. ESPN knew they couldn't broadcast hi/lo games primarily because of lack of comprehension from the masses. Between cutting out eights-or-better and switching to a non-eights-or-better omaha format, or going to NL Hold'em, they decided the latter was the lesser evil.
