I must reraise big here, right? I hit 2 pairs, leaving him with 8 outs (AA,KK) or 12 outs with QQ. I must extract value here and still be able to get away from a paired up river. Is the reraise good?

Fold preflop the first time. Even the second time it's pretty marginal. If you're read is that he always has AA-QQ and is never folding then I severely doubt this is +EV.

For a hand like this to be profitable you need some fold equity somewhere.

Yes, because you're calculating the implied odds against his stack but not taking into account all the times you put extra money in while behind, like the flop of your hand above.
