Queens OOP NL600

I have no real read on villain, stats say 38/6 and passive over only 40ish hands.

Party Poker No-Limit Hold'em, $ BB (5 handed) Hand History Converter Tool from FlopTurnRiver.com (Format: 2+2 Forums)

saw flop|<font color="#C00000">saw showdown</font>

<font color="#C00000">Button ($660.25)</font>
SB ($756.65)
BB ($310.81)
<font color="#C00000">Hero ($738.50)</font>
MP ($1471.94)

Preflop: Hero is UTG with Q[img]/images/graemlins/club.gif[/img], Q[img]/images/graemlins/heart.gif[/img]. SB posts a blind of $3.
<font color="#CC3333">Hero raises to $21</font>, <font color="#666666">1 fold</font>, Button calls $21, <font color="#666666">2 folds</font>.

Flop: ($51) 5[img]/images/graemlins/club.gif[/img], T[img]/images/graemlins/club.gif[/img], 9[img]/images/graemlins/club.gif[/img] <font color="#0000FF">(2 players)</font>
<font color="#CC3333">Hero bets $48</font>, <font color="#CC3333">Button raises to $96</font>, Hero calls $48.

Turn: ($243) 7[img]/images/graemlins/heart.gif[/img] <font color="#0000FF">(2 players)</font>
Hero checks, <font color="#CC3333">Button bets $120</font>, Hero calls $621.50 (All-In)

I felt he could easily have the naked Ac here, and waited for a blank turn to CRAI. How does it look? How is this line compared to bet/call flop and then bet/fold or bet/push turn?

Also, how do you interpret his halfpot bet on the turn? What experiences do you have from it, weak strong or something in between?
Thanks

if he's passive and has the Ac, could he check behind on turn and take a free card? also why not 3bet flop?

I'm more comfortable just calling down and reevalauting the river. He has a flush or a set very often in this spot.
