I seriously think this guy was trying to just buying the pot. or did he have like a A9 K9 Q9 prob im guessing then? or big hit slowplay?

villan is 2p2. open limping pf is lol. miniraising the flop is awful. hand is butchered.

He is showing some strength on the turn when he bets into you, because there aren't many made hands you beat at this point, and there aren't many draws from the flop. I would say your beat by the turn. He could have overs or be on a bluff on the flop. So charging him a little extra works, but I might fold the turn.
