Likely they are- but I've seen this format from other sites.
The "raise" is the action, the first number is how much total they are putting into the pot that is "new" from them, and the last number is the current bet total.

Yeah it's pretty ridiculous to read- so read it in that context only, action/new money into the pot from them/resulting total amount the bet is at.

It does make the eyes bleed though to see it that way.
