Mike McDermott used the term "down to the felt" when TeddyKGB cleaned him out the first time and that movie came out in 1998.

Guess I haven't been around long enough to hear the term felted being used, but I've always used stacked in sentences like "I got stacked" <- lost my entire stack or "I stacked him" <- Won his stack, left him with no chips. Hope that helps

The way I've heard them used, they are very similar but not exactly the same connotation.

Stacked: To take someone's stack, usually meaning all at once like an all-in showdown in no limit.

Felted: To bust someone, but not neccessarily all at once. Could be a slow grind.
