It's from c, the programming language, means "not equal to". ! is the boolean inversion operator.

Examples:

iron != lulz
tuq !!!= gay

etc

it's the same as equals (=), but is supposed to indicate a dramatic pause, when the result is particularly novel, unexpected, or important. you'll find it at the end of a Field's Medal proof, etc.
