If were sure he folds a lot and could be stealing fairly wide then I would make it like 1k. I would rather to do this to someone I know well and have a super ninja read on.

regardless of resteal or not, making it 1k looks pretty terrible

We would be behind 12% but he's got to be playing more than that from the button to compensate for all the hands he doesn't play from EP.
