I think the biggest domino to fall either way will be the value of the penalties Antigua gets. Then, the claimants will know what economic mehtodology the panel is using, and set its claims thus. Im not sure what the date is for that ruling, maybe early Oct.

As well, I think the PPA should try to contact and get a response from the Service Workers and Dock Workers Unions. I think they would be interested to know their heads are on the chopping block, and that if the US sticks with that offer arbitration may take the value of the concessions and multiply them, with no appeal and no going back.

Why wait for the PPA? Anyone know anyone in the Service or Dock Dockworkers Unions? A member making contact would be preferred I think. If that isnt possible, a friendly note to their web address may suffice.

"storage, warehouse services and technical testing" is a broad and nebulous description. It could refer to port facilities or even chemicals. Without clarification, this is useless.

Say the US made an offer and Antigua agreed - would the Antiguan govt then force the gaming sites that lie within its borders to stop serving US customers?

That is only the U.S. spin of how much (little) they believe that Antigua's lost business amounts to.


As to whatever trade concessions the US is offering as a way not open the online gaming market, Congress will have to approve same, and of course this is a different Congress. It seems to me that many in mid ranks of the DoJ and the Commerce Dept realize the [censored] hand they've been dealt, and are just attempting to delay and delay so that the problem ends up on someone else's watch. I mean if I were a USTO or DoJ official, apart from ethics and future job impact, it sure would be tempting to just let a filing deadline pass and say "oops".
