In those instances, Luckay acts so insane that there's no way that he could ever be a wolf.

That and (to touch on your earlier point), Shortline is only about... 95 percent? 98 percent? cleared here. Less if the evil team somehow has a power that will cure him of his poison, more if they don't. If you want to get meta, it comes down to how likely either the evils can cure poison, or how likely the priest will get that power in time (and then use it on Shortline, but I put that at 100%).
