The stack size of your opponent when they have less than you or your stack size if less than your opponents. Say you'e heads up with an opponent. you have 500, he has 150. Effective stacks are 150. This is the most that can come into play and the amount you should base implied odd on

If you're playing No-Limit and your stack is $100 and your opponent's stack is $200, the effective stack is $100 because that's the most either of you can put into the pot.

(If your opponent shoves all in preflop, and you call, half of his shove will be passed back to him.)

In other words, the effective stack is the lesser of the two stacks.

If you're playing against more than opponent, and everybody has different size stacks, the effective stack between any two players is the lesser of their two stacks. So you could have a different effective stack against each opponent.
