Is this a bug or can certain people gain protection from being ignored?

This person is NOT a mod btw.

Are you sure he's not a mod? We do have some non-green ninja mods.

I do not see their name listed on the front page on the forums as a mod for any forum, and of course their name is not in green. In addition they only have ~150 posts...

LOL that's hilarious. The user even has the http://forumserver.twoplustwo.com/images/mod.gif next to his name in the user's posts area.

Just close your eyes when you see posts by him, while slowly scrolling down. Problem solved.

yeah, well if you click on his posts, and look under his name for 'Show All User's Posts', there's this little M see, and that stands for 'Magic'.
