XBOX live arcade gift certificates

Hi, is it possible to buy a 'gift certificate' for somebody through xbox live arcade? If so can I do it without an xbox live account?

I don't think you can do it through the arcade, but most retail stores seem to sell Microsoft points gift cards. I just saw some at 7/11 the other day, and I know Best Buy has them.
