how hard is it to legally open up a cardroom in socal?

Talking like around 20 tables, just poker..no casino games. What do i have to go through to get the licenses?

You can't. There is a State moratorium on new cardrooms. Even if there wasn't it would require a city wide vote to approve unless it was in one of the cities already approved for legalized poker.

Please don't play with objects small enough to fit in your mouth. Make sure an adult supervises you when you're near open water or gravity.

Oceans 11 predates the moratorium by several years. So do the Bicycle, Commerce, Bay 101, Hustler, Normandie, Hawaiian Gardens, Hollywood Park, Diamond Jim's, and the other hundreds of cardrooms you could name. So none of these is relevant to your case, because you haven't already been running a cardroom.

I'm also quite confident this thread is a put-on, so I hope that deadpanning a straight answer has only added to the hilarity.
