guy checks AT5 flop after limp-calling a raise (in a tourney).

villain asks for chip count, dude spreads out his chips, across the commitment line, announcing 4,500 left.

(dude has TT)

he's betting but it looks inadvertent - he's pretending it's just a count

Therefore when the dealer says "the bet is 4500" he can throw a hissy about betting to try to look weak.

But he didn't bet, he was asked for a count and he counted. Noone could reasonably call that a bet just because his count put chips over the line.

Remember, this isn't Vegas, and that the line on the felt is a true commitment line.
Therefore, even action out of turn (such as mucking, or more commonly betting out of turn) usually stands. I say usually, cause this is poker after all, not an exact science...

Now, in this instance the player was def. doing it on purpose, but the dealer was none too sharp and didn't mention anything, one way or another.

first that is an absurd rule even if your not in vegas.

I wouldn't play in a room like this because I would have to assume the rest of the rules are equally absurd.
