What is the complete order of ranks in 13-card lowball?

If you're playing 13-card lowball, then A23456789TJQK is the best hand. Obviously pairs are worse, then two pair. Trips are worse than one pair or two pair, but are they worse than three pair? Quads are worse that trips or trips + a pair, but what about two trips?

How would you order the complete set of 13-card lowball hands? A hand may have 0-2 quads, 0-4 trips, and 0-6 pairs (though obviously not all at the same time.)

Duh, obviously it is possible to have 3 quads as well.

Well... that at least has the benefit of being easy to figure out.

My gut feeling, though is that having quads is not really as "bad" as having four sets of trips.

In 7-card lowball, which is higher (or lower), AAAA432 or KKKQQQ2?

In 13-card lowball, if we use conventional thinking that rarest == highest, we get some weird results: The wheel, A23456789TJQK is the highest, followed by one pair.

The "worst" (lowest) hands would be 3-3-2-2-1-1-1 and 3-2-2-2-1-1-1-1. loball wiki

It would be nice to come up with a rational set of rules that would also allow for a playable game. I've only played TDLB with massive numbers of cards a few times, and don't remember any problems, but can foresee disputes.

I thought of a variation--Chinese Triple-Draw. 13 cards; three draws; then lay three hands, an A-3, A-5 and 2-7. High card in A-5 would have to be higher than the high card in A-3, high card in 2-7 higher than high card in A-5. Standard rankings could be used. Pairs wouldn't necessarily be bad for example, having a 222 might present some interesting substitution problems.
