UTG is a tigher TAG, something like 17/12, no history. Somewhat on the passive side, as far as tags go. Other guy is like 37/11, donk, not particularly aggressive. Do I raise or call, and with the intention of doing what on the turn? call, fold to a raise from passive donk and re-evalutate turn against utg if donk folds.

Call. On heart turn if you're led into I think it's an easy fold given UTG's description, otherwise check behind. On a blank turn, if bet into I probably keep calling down, UTG can easily be betting worse, otherwise I make a hefty bet if checked to and evaluate from there.
It's unlikely he flopped a flush and I think you still can get some value from his other hands like AQ/AJ/KK/QQ/JJ with a heart in his hand. Also, you're severely under-repped here. I like calling the flop, not putting in a raise. Control the pot, you maximize when he's semibluffing worse that he normally might check/fold on a less drawy board, and you minimize losses when he happened to flop a set, flush, or is freerolling with Ah Kh. Why is raising so bad? I don't think it's "so" bad. True it's better waiting for a safe turn, but I don't think flop raise is all that bad. Besides by not raising we're giving the bb odds to call J high.

I don't think raising is horrible at all given we flatted pf. But if you want to get creative calling and trying to get stacks in on the turn is also fine. Neither option is "bad"
