Shame, shame, and more shame. That's how you get him to stop this. Better yet, shame him about his drinking problem (just a guess that he has one... many people do).

Also, as far as sins go, drunk driving is waaaay overrated. Kicking a man in the nuts is never justified.

I got drunk, hit 2 parked cars at 4am, put my head through a windshield. I wish someone would have kicked me in the nuts before hand.

Call police next time he does. No excuse for it. CO has a number you can call if you are on the road and suspect someone is driving drunk.

It won't make any difference, but you could do some reaction time test games online w/ him sober and drunk to see how much he's affected.

Also, "drunk" is a VERY subjective term that is defined quite differently contingent upon your lobby. Does he appear impaired when he drives? High tolerance for alcohol = less impairment than the average person.
