US Player - Best Prima/Microgaming Rakeback Available?

I am a moderate/high volume player ($7500 ave. mgr.) looking for the best rakeback deal available for U.S. based players. Are they capped at 30%, or are other options still available?

Also, as an addendum, I'd like a site I can actually cash out from. I've heard a bunch of horror stories, any sites have better payment reputations?
