Is it better to raise this monster draw at the turn. If he has only a set I have 22 outs. If he has a higher flush draw to his set 16 outs left.

So is it better to repot here the turn?

I dont mind a 3-bet here on the turn. 22 outs of 40 outs left (4 cards on board, 4 cards in his hand, 4 cards in your hand) means your ahead, assume he isnt blocking any of your outs. You also have a lot of folding equity, as he could just be testing the waters with two pair.

Of course this is 25 PLO, and no one likes to fold, so if this guy is a non-foldem holdem donk then I prolly just flat call.

Your turn play is horrible. Check-raise, bet-raise, anything's better than check-call. I don't understand how you can betcall with only 3 nut outs on the flop and then suddenly go all passive when you pretty much double your outs. You're a favourite over 90% of this guy's range, I'd guess, so go ahead and get as much money in there as possible, and obviously fold equity is useful to you as well given you currently have 8 high.
