Stupid Rakeback Newbie Question

I did some searching for an affiliate who offers rakeback at pokerstars and couldn't find any. The pokerstars website says they have an affiliate program so I'm not sure why I can find an affiliate.

Any advice?

They do not allow rakeback. Affiliates make one time fee for every signup they generate
