What triggers this kind of review? The amount bet? The type of bets?

I'm not 100% sure, but I think there were two reasons:

1. he didn't like taking the bet, and probably thought they hung a bad line when he heard it. but initially he didn't do anything about it.

2. after he heard the other bets, he knew I bet fairly large...and that probably gave him the impetus to cramp down on the 1H WAS/PHI Under wager since there was a higher chance I was sharper than normal.

Just a guess, can't be 100% sure since I didn't even hear what the guy on the phone said.

(just reread your question...if you meant "what triggers the phone call" ... then the answer is: the amount wagered.

I had planned to write this article as I was in Vegas and jotted down a few notes as I went along.
