Villain was 20/15/3.5/757.

My thinking was that this villain wasn't getting away from any smaller pair and is aggressive enough to have a low suited connector too. Is flat calling better? I could see lower pairs getting away if I flat call and the turn bricks or is an A.

calling and not folding any turn is ok as is raising and getting AI vs a guy with 3.5AF. if you think hell bluff the turn or fold 77-99 then call and get it AI on any turn, otherwise raise and get it in now

I have a hard time getting away unless I've got some reason to believe he's 3-betting you pretty tight there, like {JJ+,AK} or tighter. If he's decent, he's probably 3-betting 22-77 some of the time and most of that is calling a shove (?). I don't like calling becuase I don't think a 3.5 AF player super-spews with nothing on the turn to make up for the times you're crushed and get stacked anyway.

call and use position, he pretty surely doesnt have 77-99 that might give you big equity when you shove.

Raising is the worst option here. Call and re-evaluate the turn. If you raise it up his calling range will have you crushed, unless villain is very very bad. Your hand is pretty face up as 99-JJ, by raising you let him play pretty much perfectly against TT.

This is also massively dependent on you image, and how the SB thinks, if you are playing 30/20 your decision is different to if you are running 17/10 - assuming villain thinks.

what tanky said... raising is burning money imo. vs an unknown i call and fold to further action on turn

Villains range is AQ/AK/JJ/QQ/KK/AA imho.
Someone with 20/15/3.5/757 stats just doesn`t 3-bet worse OOP unless he is tilting or you have just tried to steal the blinds much too often in the past hands.

This means I even might be able to fold TT preflop here, but it`s marginal imho.
When I call preflop, I call on the flop as well + fold turn to further action.
