I really hate folding this preflop to someone who's constantly 3 betting you. Its a potential monster and we have position. If i wait til 99+ to call 3 bets its +ev for him to 3 bet me with any 2 cards

if potential monster is referring to flopping a set, then no, you cannot call here. as you obv like to stick it in on other flops aswell, which justifies the pf call, id rather wait for a flop where you can rep more than a (monster) draw and have actual foldequity against the part of his range that you dont beat. plus youre not flipping a coin at the very best if called.
