In NLHE, any calculation of EV for any move is always judgemental based on your evaluation of your opponent. Game Theory has a value, as it gets you to think about fold equity, and how fold equity will increase your expected value of a bet or bluff. But determing fold equity is a matter of judgement.

Probably not. Humans are not very good at randomizing their play. (Feel free to try to break even against an RPS bot without a set of dice.) Otherwise, jam/fold seems like something that can be memorized.

Why can't I randomise my play using a clock or something?

Jam/fold just doesn't work that well in limit.
