The river is basically a blank, so him betting out that strong on the river after checking turn either means...

1.He's value-betting a hand that has you beat most of the time.
2.Trying to buy the pot because your line looked weak.

Either way, there's no point in raising. He folds the bluffs. More often than not, folds TP hands you beat. And calls you with all hands that beat you. I can't see his reraise being a bluff.

It could easily be a bluff, the problem is you don't know because it's the 4th hand and this raise is thin at best without a read.
