Ruling on whether a Call is a Call?

Bay101 $5-5-10 Spread Limit game

Players bet, there's a flop, players bet and there's a turn. TracysPal checks, Obi bets

TracysPal riffles chips and slowly says, "I'm feeling in a generous mood" in a thinking tone of voice, then slowly repeats that sentence, then slowly throws some chips in to match Obi's bet.

River comes, TracysPal checks, Obi bets.

TracysPal riffles chips and slowly says, "I'm feeling in a generous mood". Obi then flips his cards over relatively quickly but not instantly into the pot expecting to win. TracysPal says, "Hey, I didn't call, I was thinking".

Whats the ruling? Assume they are all regulars there and TracysPal has a reputation for being very ethical and honest. Or assume he has a reputation for being a scumbag angle shooter -- does that matter at all?

Well he didn't throw in his chips nor did he say "call" so I'd say Obi prematurely ejaculated

I don't see how this is even close. If they ruled that TracysPal somehow called, then (despite the fact that I've never been there) I don't see how anybody would want to play at Bay 101.

Well, he proabably would have called, or maybe even raised if he was feeling very generous -- but hadn't yet.

He can now fold raise or call, though I can't see ever calling here and btw, no matter what two cards you're holding, unless Villian has a MEGA-monster -- isn't this close to an auto-raise situation.

Against Obi this is simple, raise if you beat him, fold if you don't, you're not going to bluff him out.

Is Tracyspal = Boz?

As described it's obviously not a call, and I can't imagine it would be ruled otherwise.

TracysPal has not acted yet.
TracysPal has the normal options. Fold, call, or raise.

The decision depends on the Floor. Bay101 has the full spectrum as far as competence goes. Please include his/her name with the results.

thanks everyone, thats what i figure, but was wondering just how close to the word "call" does it have to be

This is funnier to me if you know these guys as I think Obi is a call station and would not be bluffed out.

I don't know his name but Boz sounds right -- he's maybe 6'3" 260lbs talkative and friendly and plays a bit laggy, and seems tight w the shorter guy who i think is Tracy who's always wearing that light blue FullTilt hat.
