That might be worth looking at. I'm really not sure what the rule is in that situation. Harris came away with the ball in bounds (it looked like) but I couldn't see if TO had already stepped out.

Right, the guy called TO down to quickly, thus preempting GBs chance at getting the ball (which they deserve). Thus, bad call.
