(25NL) BB special flops 2-pair. Fold to 4-bet shove?

No reads.

PokerStars No-Limit Hold'em, $0.25 BB (5 handed) Hand History Converter Tool from FlopTurnRiver.com (Format: 2+2 Forums)

SB ($25.25)
Hero ($23.65)
UTG ($24.95)
MP ($20)
Button ($21)

Preflop: Hero is BB with 4[img]/images/graemlins/spade.gif[/img], 9[img]/images/graemlins/diamond.gif[/img]. MP posts a blind of $0.25.
UTG calls $0.25, MP (poster) checks, 1 fold, SB completes, Hero checks.

Flop: ($1) 4[img]/images/graemlins/club.gif[/img], 8[img]/images/graemlins/club.gif[/img], 9[img]/images/graemlins/heart.gif[/img] (4 players)
SB checks, Hero bets $1, UTG raises to $2.5, MP folds, SB folds, Hero raises to $7, UTG raises to $23.75, Hero ???

Is this a loose 3-bet here? I figured he might be raising with a weak flush draw, or maybe one pair, and I wanted to find out where I was in the hand. His 3-bet shove made me nervous as it feels like 98, 99, 88, 44.

Do you have any reads on him? PT stats maybe? Does he raise pocket pairs?

A set beats us, but 9's and 4's are highly unlikely. Could be 98s, set of 8's, a monsterdraw, TPTK, a slowplayed overpair. I shove.

I just sat down, so I don't have any reads. I think most players who are making that smallish initial raise with a big draw or TPTK or something will just call my 3-bet and hope to hit on the turn. His smallish raise followed by a shove seems like a very big made hand to me. My problem is that if he does have a made hand that beats mine, I'm drawing very slim.

In similiar sitauation in unraised pots, I would probably just call the flop raise, and passively play the the hand without reads or any table sense. Probably an over pair, but playing the hand passively now will give you some valuable information about what kind flop raises the opponent makes. So in my mind I trade a little value by not pushing this more in hopes of getting information at showdown.
