This is wrong, as one player has the nut high hand and the second nut low hand, so calling potentially loses them 200 dollars when steve has A2, if they were in fact working together.

If he called there and showed down something other than QQJ9 w/ two diamonds then the case for collusion would be a lot stronger imo.
