Is a good idea to float such an basically unknown villain at all. And secondly is the 9 a bad card for us?

I would think the reason you're floating is to push him out when you sense weakness. I would bet the turn. I think the 9 doesn't matter much, because you will find out soon if it has helped. IMO you shouldn't be floating at all against an unknown villain. But as played, bet over 3/4 pot on turn. I think a third barrel on any the river with any low card is fine too.
