mostly you want books that are offshore in the caribbean who have operated for several years, to the chagrin of the u.s. government.

i still have money in "less safe" books too, since they offer better options

Just check out www.sportsbookreview.com . Look at the highly rated sites and often you'll see a note about if they stopped allowing US customers. If there is no note about it, I usually go to the book's site and try to open an account. A fast way to check if they allow US customers is to look at the "Country" field on the application form. If the US isn't listed, they don't allow US customers.
