Someone busts. Someone raises. What happens?
 

Say the bet is $1. someone only has $0.83 so he doesn't have enough to bet.

He bets away anyway and is allin. The next player raises. Will his raise be to $1 or to $2?

I know this is a detail, but I'd like to know.
