Not something I have completely figured out, but roughly...

1. Protection of the borders, maintainng an army, setting standards on inter-state trade, maintaining policies on inter-state travel, international treaties.

2. Pretty much all the other "big picture" stuff.

3. Stuff that affects just that municipality.
