You know, it's really hard to find on the Internet a clear explanation of that game, heh.

I muddled around trying to read some rules, then just gave up and played a couple of bots on that site you link to above.

I still am not clear on some things though: When exactly do you get awarded those resource cards?

You get a resource card each time the dice rolls a hex number adjacent to one of your settlements. If you have a city there, you get two of that resource.
